In short
- From June 1, 2025, banks participating in the Memorandum are limiting outgoing card-to-card and IBAN transfers for clients without verified income to UAH 100,000 per month, and for high-risk clients to UAH 50,000.
- The limit does not apply to clients with verified income (for example, payroll clients) or volunteers. Transfers between your own cards, taxes, and utility payments are not included.
- At PrivatBank, starting September 1, 2026, transfers to sole proprietor and legal entity accounts are also counted toward the limit.
- To increase the limit, submit income documents to the bank: an OK-7 certificate from Diia, a tax declaration, or documents confirming the sale of property, inheritance, or a gift.
- Screenshots of statements from other banks, a passport, and a taxpayer identification number are not considered proof of income.
Sent money to your parents, paid for repairs, repaid a debt — and in the middle of the month the app tells you that your limit has been used up. This is not an error, but a rule that has been in effect at most major banks since 2025. Below is how to understand what your limit is, what counts toward it, and how to increase your transfer limit with documents.

What limits apply
| Client | Outgoing transfer limit | Comment |
|---|---|---|
| Without verified income, low and medium risk | UAH 100 thousand per month | Basic limit under the Memorandum |
| Without verified income, high risk | UAH 50 thousand per month | For example, in case of suspicious transactions or certain client statuses |
| With verified income | Individual, based on documents | The bank sets the limit according to your income |
| Volunteers | Under separate rules | Subject to confirmation of volunteer activity |
The limit applies to outgoing card-to-card transfers and transfers using IBAN details. At PrivatBank, for example, the basic sending limit is UAH 100,000 or 200 transfers per month, while the receiving limit is UAH 1 million or 350 transfers per month, as stated in the bank’s reference guide.
Separate limits apply to sole proprietors: more details are available in the article about limits for sole proprietors from November 14.
What is included in the limit and what is not
Includes:
- card-to-card transfers to other people;
- IBAN transfers to individuals’ accounts;
- at PrivatBank from September 1, 2026 — transfers to sole proprietors’ and legal entities’ accounts.
Not included:
- transfers between your own cards;
- payment of utility bills and taxes;
- purchases in stores and online card payments.
How to find out your limit
- PrivatBank warns you when 50% and 80% of the monthly limit have been used. You can check the remaining amount in Privat24 or by calling 3700.
- Monobank — the easiest way is to ask in the support chat in the app whether you have a limit under the Memorandum and how much remains this month.
- Other banks — through support or the limits section in the app.
How to increase the limit: step by step
- Determine your source of income. Salary, sole proprietorship, sale of property, inheritance, gift, investment income. The required document package depends on this.
- Gather the documents. What banks accept is shown in the table below. Use official documents, not screenshots.
- Submit a request to the bank. In Monobank — via the support chat in the app; in PrivatBank — via Privat24, at a branch, or by calling 3700. Explain why you need a higher limit: family support, repairs, a major purchase.
- Attach the documents as a single package. This speeds up the review process.
- Wait for the decision. The bank may remove the limit entirely or set an individual one that matches your income.
- Keep transaction volumes within your confirmed income. If transfers suddenly exceed your declared income, the bank will request an explanation again.
Which documents are accepted
| Source of income | Documents |
|---|---|
| Salary | OK-7 certificate from Diia (the “Services” section → “Certificates and extracts”) or from the Pension Fund website |
| Individual entrepreneur (FOP) | Contracts, invoices, single-tax declaration, and receipt No. 2 |
| Dividends | Minutes of the general meeting, tax payment receipt, company financial statements |
| Sale of property | Purchase and sale agreement |
| Inheritance or gift | Certificate of inheritance, gift agreement |
| Other income | Tax declaration on property status and income for the last 3 years, documents confirming an insurance payout, winnings, investment income, grant agreement |
Not accepted: photos and screenshots of statements from other banks, passport, and TIN. The list is based on the PrivatBank guide. Other banks usually request a similar set of documents.
If your income comes from cryptocurrency
It is more difficult to verify income from the sale of cryptocurrency than salary: there is still no special tax regime for crypto in Ukraine. What you can provide to the bank:
- the history of purchases and sales from exchanges and P2P orders;
- statements showing what funds you originally used to buy cryptocurrency;
- a tax return, if you declared the income.
The bank assesses such a package on an individual basis and may refuse it. More details about the current rules are available in the guide crypto tax in Ukraine in 2026.
What not to do
- Do not split transfers across the cards of relatives and acquaintances. This looks like an attempt to bypass the limit, and using other people’s cards for your own transactions is a classic sign of a money mule scheme.
- Do not submit forged documents. Banks verify data against government registries.
- Do not open accounts at every bank you can find just to get around the limit. Banks share data about high-risk clients.
Risks
- The decision is up to the bank. Documents do not guarantee the removal of the limit, especially if the transactions do not match your income.
- High risk — limit of UAH 50,000. If the bank has classified you as a high-risk client, you will have to explain not only your income, but also the nature of your transactions.
- The rules continue to change. A single limit on all spending transactions for individuals is being discussed. Keep an eye on notifications from your bank.
- Suspicious transactions may lead to a block. Read what to do in this case in the articles Monobank blocked a card after P2P and PrivatBank requested proof of source of funds.
