Temporary Protection Until March 4, 2028: What Will Happen to Your Accounts in EU Banks and How to Prepare

Temporary protection until March 4 Guides
The EU has extended temporary protection for Ukrainians until March 4, 2028, and introduced a new condition for male applicants. We explain what will happen to bank accounts when extending or changing status and how to avoid losing access to your money.

In short

  • The EU Council has extended temporary protection for Ukrainians until March 4, 2028. The new term takes effect on March 5, 2027.
  • For men applying after August 5, 2026, EU countries require proof of compliance with military obligations, for example a document from “Reserv+”. This does not apply to those who received protection before July 30, 2026 and maintain it continuously.
  • Banks tie an account to a valid document. If your protection document or residence permit has expired in the bank’s records, the account may be restricted until the data is updated.
  • In the EU, consumers residing legally have the right to a basic payment account — a bank cannot refuse solely because of temporary status.
  • Prepare in advance: update your document with the bank, provide a local tax number, keep a backup account, and decide which status to switch to after 2028.

Each extension of temporary protection is accompanied by the same wave of questions: “the bank blocked the account because the document expired,” “the neobank is asking for a new residence permit,” “what will happen to the account if I return to Ukraine.” Let’s look at how temporary protection and a bank account are connected and what you should do right now.

What the EU decided

DateWhat happened
July 2026The EU Council extended temporary protection by one year — until March 4, 2028
August 5, 2026A new requirement came into force: male applicants must confirm fulfillment of military obligations in Ukraine
March 5, 2027The extended protection period begins
March 4, 2028Temporary protection ends, unless the EU extends it again

The new condition does not apply to those who received protection before July 30, 2026, and continuously maintain their status, LIGA.net reports. At the same time, the EU recommends that countries help Ukrainians transition to national residence permits — for work, study, or family reasons — as well as to EU statuses such as the Blue Card. It is not possible to hold temporary protection and such a status at the same time.

How status affects a bank account

The bank must know who its client is and on what basis they are in the country. Therefore:

  • The account is linked to the document. The bank keeps a copy of your protection document or residence permit and its expiration date.
  • The document has expired — the account is restricted. Once the date in the bank’s database passes, the system may block transactions until a new document is uploaded. This can happen even if your status has been extended automatically.
  • The bank may not recognize the automatic extension. In some countries, temporary protection documents are extended by government decision without issuing new cards. In that case, the bank needs official proof of the extension.
  • Tax number. Under the CRS standard, EU banks request tax residency information and a local tax number. Without it, account functions may be restricted, as Revolut did with some Ukrainian clients.

Your right to a basic account

The EU Payment Accounts Directive guarantees consumers legally residing in the EU the right to open a basic payment account — with a card, transfers, and cash withdrawals. This right also applies to asylum seekers. A bank cannot refuse solely because your status is temporary or you are not an EU citizen.

If the bank refuses without explanation, ask for a written response stating the reason. With it, you can contact the financial ombudsman or the country’s regulator.

Checklist: how to keep your accounts when changing status

  1. Check which document the bank has on file. Look in your app profile or ask support which date your document is valid until in their records.
  2. Update the document immediately after renewal. Upload the new card, the renewal decision, or official confirmation. Do not wait for a block.
  3. Provide your local tax number. If you are a tax resident of your country of residence, add its tax number to your bank and crypto exchange profiles. Learn more in the guide DAC8: the exchange requires a tax number.
  4. Keep a second account at another bank. If one account is restricted during a review, you will still have access to your money.
  5. Do not keep all your savings in one fintech service. Money in a bank is protected by deposit insurance, while payment and electronic services may not offer such protection.
  6. Plan your transition to another status in advance. Work, study, family — check with the country’s immigration service which documents are required and how long the process takes.
  7. If you are returning to Ukraine, inform your bank. A change in country of residence changes your tax residency and may affect servicing. Some EU banks close the accounts of clients who no longer live in the country.

If the account has already been blocked

  1. Ask support for the reason for the restriction and the list of required documents.
  2. Upload a valid document or official confirmation that your status has been extended.
  3. If the block is related to incoming funds rather than the document, prepare documents confirming the source of funds. We explained how to do this in the guide an EU bank blocked an account after a transfer from a crypto exchange.
  4. If there is no response within 5 business days, file an official complaint with the bank, then with the ombudsman or regulator.

Which accounts to choose for 2027–2028

  • Local bank in your country of residence — the main account for salary payments and rent. It works best with local documents.
  • Neobank with a European license — for everyday spending and transfers. A step-by-step guide for one popular option is available in the article how a Ukrainian can open an account with N26.
  • Service for transfers to Ukraine — to send money to relatives. A comparison of options is available in the article Revolut alternatives.
  • Ukrainian bank — keep access to your account in Ukraine: you will need it when returning and for tax matters.

Risks

  • The rules may change. The EU may extend protection again or change the terms. Follow the decisions of your country’s migration authorities.
  • Practices vary by country. The procedure for extending documents and banks’ requirements differ in Poland, Germany, the Czech Republic, and other countries.
  • Fintech services are stricter than banks. E-wallets and neobanks are more likely to restrict accounts over even minor discrepancies in documents.
  • Scammers exploit extensions. Emails saying “confirm your status or your account will be closed” with a link are phishing. Upload documents only in the bank’s official app.

FAQ

Until what date is temporary protection for Ukrainians in the EU valid?

The EU Council has extended temporary protection until March 4, 2028. The new term takes effect on March 5, 2027.

Will the bank block my account if my protection document has expired?

It may happen if the bank’s database contains a document with an expired date. To avoid this, upload a new document or official confirmation of the status extension as soon as you receive it.

Can a bank refuse to open an account because of temporary status?

The EU Payment Accounts Directive guarantees legally resident consumers the right to a basic payment account. Refusal solely because of temporary status is contrary to this right. Ask for a written response and, if necessary, contact the financial ombudsman.

Does the new military registration requirement apply to those who already have protection?

No. The requirement to confirm fulfillment of military service obligations applies to men who submit an application after August 5, 2026. It does not apply to those who received protection before July 30, 2026 and have maintained it continuously.

What will happen to my account in the EU if I return to Ukraine?

Inform the bank about your change of country of residence. Some banks will continue servicing you, while others may close accounts for non-residents. Transfer your savings in advance to a place where you will definitely have access.

Is a local tax identification number required for a bank account?

EU banks request tax residency information under the CRS standard. If you are a tax resident of your country of residence, provide its tax identification number; otherwise, the bank may restrict your account functions.
